A dormant bank account in Pakistan is restricted after a year without qualifying customer activity.
Debit transactions and withdrawals are blocked until the bank activates the account again. The exact reactivation steps come from your bank’s policy, so use its official channel and ask for the required documents.
Rules checked: State Bank of Pakistan’s Business Conduct and Fair Treatment Regime Framework issued in 2025, BPRD Circular Letter No. 33 of 2022 and the dormant-account disclosure circular were reviewed on October 26, 2026.
Dormancy is a protective account status. A bank restricts outgoing use after the inactivity period so that an old or unattended account is not treated like an actively managed one.
The 2025 SBP key-fact template tells banks to explain that an account becomes dormant or inoperative when no customer-initiated transaction or qualifying activity has taken place during the previous year. It also tells them to state how the customer can reactivate it and which documents are required.
A login may count as activity under the template, but do not assume that every login, balance enquiry or automated entry resets your bank’s clock. Ask the bank to identify the last activity it recognised and the policy it applied.
The current key-fact wording says debit transactions and withdrawals are not allowed until activation. That means a card payment, transfer or cash withdrawal may be refused even when the account still has a balance.
The account has not disappeared. Dormancy is also not proof that the bank closed the account. The next step is to complete the bank’s identity and account-control checks.
Do not respond to an unsolicited caller offering to “unlock” the account. Use the number on the bank’s official website, app or card. A genuine activation process may require identity verification, but a support agent should not ask for your password, PIN or one-time code.
Banks publish their own procedures within the SBP framework. A practical sequence is:
SBP’s 2022 circular amended the dormant-account rules to simplify activation, but it does not create one universal button or document list for every bank. The provider remains responsible for applying its approved process.
If you are abroad, tell the bank at the start. Ask whether it supports remote identity checks, an overseas helpline, a digital request or a visit to a designated location.
The SBP key-fact template specifically tells banks to explain reactivation documents with special focus on overseas customers. That does not guarantee that every account can be reactivated through the same remote route. Ask for the bank’s written process and do not mail original identity documents unless the bank’s official instructions require a secure method.
If the account is a Roshan Digital Account, use the bank’s dedicated RDA support route. For eligibility and account basics, see our Roshan Digital Account guide.
These terms are easy to confuse.
| Status | SBP framework summary | Practical meaning |
|---|---|---|
| Dormant or inoperative | No customer-initiated transaction or qualifying activity during the previous year | Debits and withdrawals are blocked until activation |
| Unclaimed deposit | No relevant transaction or statement request or acknowledgement for fifteen years, subject to the legal exclusions | A separate long-term process applies; claims go through the bank |
A dormant account does not become an unclaimed deposit after one year. The fifteen-year rule described in the key-fact framework is much longer and has its own legal treatment.
Do not create artificial transfers only to make an account look active without understanding the bank’s terms. A normal, legitimate account action or a bank-approved reactivation is the safer route.
Ask for the reason in writing and keep the complaint reference. The bank or microfinance bank is the first forum for a general banking complaint. The SBP Sunwai portal can route eligible complaints to the relevant bank, Banking Mohtasib Pakistan or SBP according to the complaint type.
Use only the official portal at sunwai.sbp.org.pk. Never pay a person to submit a complaint. For bank-specific contacts, ptvold also has guides for HBL account opening, Meezan Bank complaints, UBL complaints, MCB Bank complaints and Allied Bank complaints.
The current SBP key-fact template says one year without a customer-initiated transaction or qualifying activity. Ask your bank how it applies the definition to your account.
Yes. Dormancy restricts use; it does not mean the balance is gone. Confirm the balance through the bank’s official channel after identity checks.
The SBP key-fact wording says debit transactions and withdrawals are not allowed until the account is activated.
Some banks may offer remote channels, but SBP does not prescribe one identical online route for every provider. Ask your bank for its current official process.
Not necessarily. “Frozen” can describe a different restriction caused by legal, compliance or security issues. Ask the bank for the exact status and reason.
Start with the bank or microfinance bank and keep the reference. If it remains unresolved, use the official Sunwai portal to identify the applicable escalation route.
